基于目標管理的三級綜合醫(yī)院醫(yī)療指標測算研究
【摘要】文章將目標管理的理念運用到三級綜合醫(yī)院醫(yī)療指標測算中，深入挖掘了影響醫(yī)療指標測算的因素，通過概念操作化并建立指標體系，構(gòu)建出基于指數(shù)平滑法的修正模型，應(yīng)用模型測算了某醫(yī)院2013年相關(guān)科室的平均住院日、出院人數(shù)、手術(shù)人次。該模型實現(xiàn)了醫(yī)院整體目標與科室目標的一致性，有效地規(guī)避了測算主觀化的問題，并具有動態(tài)調(diào)節(jié)的功能，可發(fā)揮正向激勵作用。

【Abstract】 This article has applied the concept of management by objectives to medical indexes calculation of tertiary general hospitals, and explored the influencing factors of medical indexes calculation. By conceptualization, indexes system and correction model of smoothing exponential method can be established. On the basis of the model, medical indexes for related departments of some hospital in 2013 have been calculated. This model has realized that the department’s targets can coincide with the hospital’s targets, and subjective calculation has been avoided effectively.Moreover,it has the function of dynamic adjustment,which gives full play to the positive role of motivation.
